A hiking boot has a higher, supportive ankle collar and a stiffer sole, built for uneven ground and carrying a loaded pack. A walking shoe sits lower at the ankle, is lighter, and suits shorter or less technical routes. See the current range in Hiking Boots and Hiking Shoes.

The GORE-TEX membrane itself is waterproof and breathable. The rest of the boot's waterproofing (seams, upper material, sole bond) also matters. Check the individual product page for the specific construction. More detail in What is GORE-TEX & How does it Work?

In short, no. Each brand fits to its own last. If you're switching from Meindl to Merrell, Columbia or Scarpa (or vice versa), check that brand's size guide rather than assuming your usual size carries over. Broadly speaking, Meindl can fit wide, Scarpa is relatively narrow (depends on the model), where Merrell, Columbia and Salomon are neutral/regular.

This changes for each person and where they walk. On more technical terrain such as in Kerry or the Mournes, or longer walks/overnight - we always think trading a little bit of extra weight for more protection underfoot and ankle support is well worth it. If you plan on going on marked trails/paths for shorter hikes, a shoe or even a mid-cut boot can work well!
